Project Overview
“Strengthening Volunteerism for Development in China through the Beijing 2008 Olympic Games” (in short, “Olympic Volunteer Project”) is a partnership between Beijing Volunteer Federation (BVF), Beijing Youth League (BYL), United Nations Development Program (UNDP), United Nations Volunteers (UNV), and the China International Center for Economic and Technical Exchanges (CICETE). The project seeks to promote the development of volunteerism and to raise awareness of the significant contribution that volunteers can make towards the sustainable development agenda of the MDGs and a Xiao Kang, Harmonious Society. Following the Olympic phase, the project aims to achieve 3 main objectives:
1. Improve capacity and strengthen volunteer infrastructure of BVF to increase the quality of volunteer management in Beijing and promote volunteerism for development;
2. Engage volunteers, including previous Olympic volunteers, to pilot initiatives that demonstrate effectiveness of volunteerism towards the achievement of the MDGs;
3. Promote Beijing Olympics volunteer legacy knowledge management through documentation, publication and dissemination to national and international volunteer community.
Beijing Volunteer Federation Online Platform Description
The Beijing Volunteer Federation’s website, Beijing Volunteers, was established in 2008 at the following URL: http://www.bv2008.cn/. It played a very important role during the 2008 Beijing Olympic Games as a medium for visibility, volunteer recruitment and information management, interaction among volunteers and so forth. Following the Olympic Games, the volunteer matching section of the website has been used as platform to match volunteers and volunteer placements at a number of volunteer-involving organizations in Beijing. Currently, the total number of clicks of the website is about 11,000,000. Following the Olympic Games, the online platform has seen registration of 137 volunteer groups and 1,150,000 volunteers, and has helped 1,320 projects in volunteer recruitment. Under Objective N.1 stated above, BVF Communications Department and the Olympic Volunteer Project are now planning to strengthen and upgrade the online platform in order to meet growing demand from volunteer-involving organizations and individual volunteers, facilitate successful matching of volunteers with volunteer opportunities, encourage more people to volunteer and establish a modern platform for national and international volunteers in Beijing..
Volunteer IT Matching Platform Upgrading Service Objectives
a) Design an online volunteering service website.
b) Design the website’s English version.
c) Revise the platform design and backstage functions to make it more user-friendly and attract a higher number of users. Add a quick search section in the homepage which can help volunteers find volunteer opportunities; realize joint databases for volunteers, organizations and projects; provide a detailed user guidance function.
d) Establish a special column to present the ‘Strengthening Volunteerism for Development in China through the 2008 Beijing Olympic Games’ project.
e) Simplify the information (volunteer organizations/projects) management procedure
f) Change the website’s style to make it more international and friendly.
g) Improve the format of blog and forum sections.

Required Qualifications
The service provider must have the following qualifications:
·Have a legal person; more than 3 years experience in IT and website services, including web page design and programme development.
·Have a good business reputation, sound financial and accounting systems.
·Possess the necessary equipment and professional technical capacity for the performance of the contract.
The service provider will also preferably have the following qualifications:
·Possess the software product with independent intellectual property rights;

Contract Award Procedure
After collection of all Service Provision Applications by 20th November 2010, experts and project partners will be invited to evaluate the Service Provision Applications and establish the contract winner according to both technical and financial criteria. The contract will be signed with the winner by the end of November 2010. Service Provision is expected to start at the beginning of December 2010.
Deadline for Application
