Description of Duties: Under the framework of the UNDP/UNV-supported programme Strengthening Volunteerism for Development in China through the Beijing Olympic Volunteers Action Plan (please see project summary below), under the primary supervision of the National Programme Manager (NPM) and working closely with the project management staff, the IUNV will be based in the Project Management Office (PMO) located in the Beijing Volunteers Association (BVA) and be responsible for the following tasks:

  • Assisting NPM with results orientated project management including :
    Helping to lead the planning of the project objectives including annual work plans, terms of references and other project management documents as needed
    Hands-on planning and support to implementation of project activities
    Effective monitoring of timeliness and quality of project implementation
    Preparing timely reports on progress of outputs and activities
    Drafting quarterly work reports to NPM which is also submitted to CICETE and UNV
  • Facilitating coordination among component focal points (i.e. the focal points overseeing implementation of post-Olympics components on legacy transfer, volunteerism-for-development demonstration projects, awareness raising and development of IT volunteer information platform:
    Promoting clear lines of communications and cooperation between PMO, CICETE and UNV and component lead organizations
    Supporting lead organizations with project management assistance as necessary
    Promoting inclusion of independent Civil Society Organizations in planning and participation of project activities
  • Forging private sector partnerships with the project:
    Identify and develop strategic, mutually beneficial opportunities in the project for private sector partnerships
    In concert with NPM and UNDP Corporate Advisor, build relationships with international and domestic companies resulting in significant financial support for improved project results
    Ensure timely and quality reporting to private sector donors
  • Support communication and visibility results (in cooperation with NUNV Communications Specialist):
    Promote project and project partner visibility at project activities and in relevant Olympic volunteer materials and venues
    Promote strong media coverage of project initiatives through press releases, media trips and features
    Assist in development of project brochures, newsletters and other advocacy documents
  • Promoting volunteerism:
    As a UN volunteer, familiarise himself/herself with the concept of volunteerism by reading relevant UNV publications and taking active part in UNV activities.
    Network with local voluntary organizations and build relations.
    Contribute articles on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.
    Complete on-line UNV periodic reports

Results /Expected Output:

  1. Post Olympic-Games work plan for 2008-2010 finalized and agreed to by all relevant partners
  2. Detailed Component workplans and strategies for 2008-2010
  3. Component implementation teams (consisting of BVA staff, National UNV volunteers, and CSO/NGO/private sector partners) assembled
  4. Excellent relations with Beijing Youth League, Beijing Volunteers Association, China International Center for Economic and Technical Exchanges (CICETE) maintained and promoted
  5. Quality Quarterly/Annual work plans and monitoring completed on-time
  6. Quality implementation of activities planned within budget and on time
  7. Strong project media coverage achieved

Qualifications/Requirements:

  • " Advanced degree in humanities or social sciences "
  • Minimum 3-5 years relevant international work experience; preferably in Government, NGO or volunteer development sectors "
  • Strong project management experience including specific experience in drafting workplans, results reports and demonstrated capacity to implement challenging projects "
  • Working experience in and political understanding of China and Chinese Government institutions a strong advantage "
  • Strong diplomatic skills and exposure to sensitive settings
  • Ability to mobilize and work with a diversity of partners, including government, donors "
  • Cultural adaptability and awareness; patience and results orientated approach essential "
  • High degree of independence, creativity and ability to motivate "
  • Proven skills in communications, advocacy including private sector partnership development

Computer skills: Command over standard office software packages

Language skills: Fluency in English required. Strong working-level command of Chinese highly desirable.

Brief Project Description & Conditions of Living:

Project Description
The Strengthening Volunteerism for Development in China through the Beijing Olympic Volunteers Action Plan project is a partnership between the Beijing Organizing Committee of the Olympic Games (BOCOG), the Beijing Committee of the China Communist Youth League (BCCCYL) and China International Center for Economic and Technical Exchanges (CICETE), the United Nations Development Programme (UNDP) and the United Nations Volunteers (UNV). The duration of the project is July 2007 - July 2010.

The project aimed at strengthening the capacity and impact of volunteering and volunteering organizations in China . It has assisted in the training of Olympic and Paralympic volunteers who have served during the Games, and also provided a series of well-planned volunteering opportunities and events aimed at promoting the role of volunteers in realizing environmental development goals including energy and water saving, biodiversity conservation and climate change.

This project will continue through 2010 to build on the experiences gained during this special time for China and apply them to development issues in general, where volunteers have an enormously important role to play in helping to build stronger, more compassionate communities.

The Post-Olympics term of the project will focus on following main objectives:

  1. Demonstrating the effectiveness of volunteerism for development through pilot projects in the fields of the environment, education and health;
  2. Documenting the legacy of the Olympic volunteer programme and sharing best practices targeting large scale events such as the Shanghai World Expo, Guangzhou Asian Games and South Africa World Cup in 2010;
  3. Creating and promoting volunteer information website to match volunteers with meaningful volunteering opportunities in Beijing
  4. Raising awareness of the benefits of volunteerism through media campaign in Beijing and China

Conditions of Living

Beijing is a developing but modern city with relatively high quality of life indicators. It is the foremost political and cultural metropolis in China. The city has excellent health services available. The UNV's Volunteer Living Allowance includes a sufficient housing allocation to support comfortable accommodation.

The UNV contract will include a monthly volunteer living allowance (VLA) intended to cover basic needs, housing and utilities; a settling-in-grant; life, health, and permanent disability insurance; airfare; and a resettlement allowance.
