Duties and Responsibilities

The Civil Engineer, under the supervision of Chief of design unit (P3), bears the responsibility of applying professional engineering knowledge and expertise in the performance of assigned duties with respect to engineering projects tasked for the duty station.

a. Assists in the planning and design in accordance with the mission requirements

- Provides support in the application of professional engineering calculations, practices and precedents in completing portions of medium to large projects related to the design, construction, or repair of buildings, roads, bridges, helipads, waste disposal systems, water treatment facilities, environmental controls systems field and other related structures and activities in the mission area

- Assists in planning and design specifications for security related projects Undertake schematic design layout for smaller less complex portions of buildings and facilities

- Assist in the review of project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources

-Preparation of technical specifications for bidding exercise

- Work in collaboration with the Chinese contractors on site and act as intermediator / intepreter between MONUC and the Chinese contingent supervisor/workers to make sure there is no misunderstanding on the job;

b.Data collection: Assist in the preliminary site investigations to obtain field data such as soil characteristics drainage and other data required for building site selection; develop technical data regarding materials, sizes, dimensions, and qualities and costs to be incorporated in formal specifications; conduct investigations to develop new technical systems, and follow development to identify improved methods and equipment

c. Communications and coordination: liaise primarily with the Chinese supervisor / workers on site and with other colleagues and occupational groups in Engineering Services Section responsible for related specalized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data

d. Cost analysis: estimate costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement; produce cost data and estimates on engineering-related requirements of current and planned projects

e. Specific requirement of the post: MUST UNDERSTAND AND SPEAK CHINESE (MANDARIN)

UN operations support manual, mission standard operating procedures, mission logistics directives, manufactures maintenance manuals and procedures, field administration manual, COE maual, UN engineering manual and chief engineer's written directives provide general guidelines but initiative and professional judgment are required in applying these rules to cover special cases and in exceptional circurmstances. Prevailing engineering codes must be applied in making decisions and recommendation on specific problems in accordance to and support of the mission requirements Adherence to the above is mandatory; deviation is only permitted to a certain extent under special agreement of /direction from the Chief of Engineering

Outputs:

,Incumbent is responsible for preparing and submitting accurate and cost effective designs and buildable in accordance with the prevailing guidelines of his supervisor and also prevailing health and safety standards. Errors can delay prompt delivery of client services, can cause costy repairs, injury or loss of life. Any faulty construction can result in injury or worse to the builder or occupants.

Phisical and work condition:

Even mix of sitting, walking, standing throughout the workweek. No heavy lifting is required Temporary assignments in hazardous locations will require some degree of physical fitness.

Office work indoors when design and reporting tasks are being fulfilled. Exposure to the elements when carrying out on-site ispections, evaluations and/or assessments

Qualifications:

Education Background:

High school diploma or equivalent. Experience in software applications (Microsoft office, autoCAD) ability to perform engineering duties under stress and in hostile environment, valid national driver's licence with clean driver's record

Experience Required:
A minimum of 3-5 years of progressively responsible experience. Field engineering experience is desirable. Candiate must have proven experience in managing multiple projects simultaneously.

Operational Skills:
Fluency in spoken and written Chinese and English. French is an asset.
