Context
UNFPA, the United Nations Population Fund, is an international development agency that promotes the right of every woman, man and child to enjoy a life of health and equal opportunity. UNFPA supports Yemen in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every girl and woman is treated with dignity and respect. In Yemen, UNFPA implements, monitors and evaluates a country programme (http://yemen.unfpa.org) that focuses on two core areas: reproductive health and population development strategies, with gender equity and equality mainstreamed throughout.
The UNFPA Country Office in Sana'a is responsible for this country programme and consists of a Representative, a Deputy Representative, a Programme Unit consisting of two Assistant Representatives and five professional officers, as well as an Operations Unit consisting of one officer and eight support staff. The Operations Unit is responsible for the administrative/procurement/financial/human resource operations of the office, including its portfolio of projects, programmes and activities. An Operations Management Officer is needed to lead and manage the Operations Unit.
Duties and Responsibilities
Under the supervision of the Representative, the UN Volunteer will be responsible for:
Specific Duties and Responsibilities
1. Supervising administrative/financial/human resource operations;
2. Ensuring an effective administrative/financial/human resource workflow between the operations and programme sections of the office;
3. Strengthening and maintaining financial systems and internal controls;
4. Synthesizing financial and operational information and drafting financial sections of reports;
5. Arranging for annual audits and follow-up actions;
6. Assessing administrative/management capabilities of executing/implementing agencies;
7. Managing procurement of services for office and programme/project/ and ensure inventory control;
8. Strengthening and streamlining operational processes for office and programme/project implementation, at the central and sub-national levels;
9. Training office staff and counterparts (government, agencies, and NGOs) of programmes and projects in operational and management aspects of the job, i.e., finance/audit/ procurement/personnel;
10. Setting up and maintaining computer systems and business applications in office and with programme operation;
11. Co-ordinating with other UN partners in the UN system on above and exchanging information with Government, NGOs, and donors to ensure proper coordination in project implementation, monitoring and evaluation.
Qualifications:
Education Background:
" University degree in Business Administration/Public Administration or Finance, or related fields.
Experience Required:
" At least 3 years of professional experience in any of the above areas.
Operational Skills:
Strong organizational capacity;
Initiative and sound judgment, ability to work under pressure;
Interpersonal skills and ability to work in harmony with colleagues.
Fluency in spoken and written English and the ability to write clearly and concisely.
Working knowledge of Arabic desirable .
