Context

As part of the rehabilitation efforts of UNDP under the recovery programme for the tsunami affected areas in the Maldives, the Infrastructure Sector has been tasked to undertake the repair, rehabilitation and reconstruction of critical sea-transport infrastructure and facilities associated with livelihoods in the country. It is expected that with these rehabilitation activities, the local economy will be revitalized.

Below is a summary of the challenges that are to be addressed by the Programme for Post-Tsunami Recovery in the Infrastructure Sector:

> Up to 8 Island harbour projects funded with 1 harbour completed in 2005.
> Harbours to be rehabilitated using new and sustainable technologies.
> A total of up to 40 harbours proposed depending on funding availability.
> Extensive contracting of private contractors.
> Close cooperation with and capacity development of key government partners

The Post-Tsunami Infrastructure Recovery Programme is designed to respond to community recovery (and development) needs, aspirations and priorities. It is designed, furthermore, to utilise the extensive capabilities that are available within central and local government for effective planning and execution of recovery measures
.

Duties and Responsibilities:

The purpose of this post is to offer comprehensive support to the Transition Programme's Recovery Projects in the District of Mannar and Trincomalee and with a view to facilitating the reconstruction and rehabilitation programme delivery, including but not limited to i) activity management, ii) monitoring of the projects; and iii) supervise national project staff.

The Field Engineer will be the representative of the UNDP Infrastructure Project Manager and will have the technical and contractual responsibility for a group of harbour reconstruction projects in a certain defined geographical area. He/she will supervise and advise the contractor in all aspects of the construction of small scale harbour works. He/she shall provide advice on any important issues concerning the implementation of his/her assigned projects with the UNDP Infrastructure Project Manager.

The incumbent of the post will be expected to spend at least 75% of his/her time in outer atolls and islands, and conduct extensive travel by boat and sea plane

Specific Duties and Responsibilities

1 To assist the Recovery Team in the effective planning, technical assessment, design and implementation of marine infrastructure reconstruction projects in the Tsunami affected areas of the country in collaboration with the concerned government agencies;
2 The selected person will work directly under the management of the Infrastructure Project Manager and will represent the project in all the regular activities related to the rehabilitation works of the harbours in his/her designated zone.
3 Supervise the project implementation and ensure that project is implemented in accordance to the relevant contractual rules and regulations of the UNDP as well as government departments;
4 Under the direction of the Infrastructure Project Manager, the Field Engineer will manage the implementation of all contracts issued under the project in his/her designated zone.
5 Liaise with the Atoll authorities and Island Development Committees in respect of all issues related to the implementation of the project.
6 Willingness to travel frequently by boat to outer islands, frequently staying overnight.
7 Prepare progress reports at regular intervals and as required.
8 Any other project related tasks as assigned by the Infrastructure Project Manager.

Qualifications:

Education Background:

Civil Engineering or building degree.

Experience Required:
2 - 5 years of experience working in a substantive role in large scale civil and/or marine construction projects.
Good knowledge of construction industry.

Operational Skills:
Report writing: to be able to draft technical reports in English.
Data analysis and presentation: Ability and experience in the management and presentation of complex technical information flows.
Computer Competence: Excel, Word, Database (Access), CAD drafting.
Communication skills: Must be fluent in English and be able to communicate well through personal and indirect forms of communication.
Must be able and used to operating in a large and close, multi national and multi skilled team.
