UNDP is the UN's development agency focused on poverty reduction, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. To further enhance its capacity in managing its development programmes and projects in China and achieving better development results, the UNDP country office in China has been streamlining its management structure and re-engineering its business processes. As part of this effort, the country office would like to recruit a full-time IT specialist who is expected to help further enhance the office's IT platform (especially in developing application programs for use at the office level).
S/he will be responsible for the following:
,Review the current IT platform at the country office and conduct needs assessment in terms of computer-based applications for office management.
,Design the overall structure of computer-based applications for office management.
,Search for the "off-the-shelf" commercial/open source software products based on the above assessment and design.
,Adapt/Re-program the "off-the-shelf" commercial/open source software products to meet the specific needs of the office.
,Provide training to the staff of the office on how to use the applications.
,Document all the tasks performed in a systematic and clear manner.
---Website upgrading
,Assess the country office's current website structure and content (both Internet and Intranet), including ease of accessibility (user friendliness), quality of content, ease of maintenance/update, etc.
,Based on the above assessment, make proposals, to the country office's management team, on how the country office's Internet and Intranet sites (e.g. structure and content) should be further improved and upgraded (in line with the guidelines set up by UNDP Headquarters);
,Fulfill the related tasks set forth in the proposals, once the proposals are approved by the country office's management team;
,Assess the current Internet website of the UN system in China (both structure and content) and make proposals on how to further improve and upgrade it;
,Design a common Intranet site for the whole UN system (i.e. the Resident Coordinator's system) in China, based on consultations with all the UN agencies in Beijing;
,Gather informative contents for the Web presence (text, documents, pictures, key speeches, etc.);
,Make recommendations on software, hardware, and other back-end applications related to Web development;
,Document all the tasks conducted in a systematic and clear manner.

,Assist in assessing the office's IT platform and making proposals on streamlining and upgrading the system in line with the UNDP corporate standards;
,Assist in implementing the upgrading proposal;
,Provide user/client support if/when required;
,Fulfill other tasks as required by the IT Manager;
The successful candidate will possess the following qualifications:
,The incumbent should have an advanced university degree in computer or business related fields; He/She should also have at least three years of working experience in related fields (e.g. system analysis and design, applications development);
,Proven ability in managing Internet sites, including routing, remote access and Intranet environment;
,In-depth familiarity with Microsoft packages, especially Windows NT-2003, Office2000/XP and ability to program ODBC and SQL-based database with Internet/Intranet connectors;
,Able to install and implement LAN and WAN using NT server 4/ Windows 2000, IIS, MS Proxy/ISA Server, internet access, email services, Linux;
,Knowledge and experience with MCSE/MCSD are preferred;
,Able to work independently and efficiently;
,Fluent both in Chinese and in English (spoken and written);
,Able to communicate effectively;
,Good team player;
,Strong self motivation and willing to take up additional tasks;
,Experience with microcomputers and networks are helpful;
,Knowledge of graphics design, HTML, basic Internet tools, and microcomputer applications is preferred.
Benefits and Entitlements: All National volunteers are given emergency medical, life, and permanent disability insurance benefits. UNVs are also entitled to annual leave calculated at 2.5 working days per month, and sick leave at 7 days within a 12-month period (without a medical certificate).
The following are paid to the National UN Volunteer: Round trip travel from home to duty station; a one time settling in grant; a volunteer living allowance each month; a one time resettlement allowance. Please note that housing is not provided for this post; it will be the responsibility of the UNV to secure accommodation.
