UN Volunteers currently has an available assignment for a Tibet Development Officer with the Tibetan Cultural & Economic Exchange Center (TCEEC), which was established at the end of 2002. This is the first institute in China focusing on Tibet cultural and economic exchanges and cooperation. TCEEC is an NGO aimed at promoting the development of Tibetan culture and economy through exhibitions, conferences, performances, consultation, publications, capacity building activities and resource mobilization. The National UNV is expected to undertake the following tasks, working in close cooperation with TCEEC:
Programme Development
, Organize and coordinate various forums and workshops, including the "Experiencing Tibet" Expo to be held in May 2004, and a thematic forum on Tibetan cultural development;
, Produce a summary report on the activities of the "Experiencing Tibet" Expo;
, Assist with the document collection, compiling and proof-reading of the Culture of Tibet (temporary name), which will be published semi-annually by TCEEC (also bilingual);
, Work with TCEEC on project development, including the review and guidance on project proposals from Tibetan local grass-root organizations, submission of proposals for the consideration of potential donors and partners to mobilize funding and support;
, Identify and access needs of Tibetan local grass-roots NGOs, schools and disadvantaged groups and introduce donor-assisted projects in technical and HR fields to them for the economic and social development of Tibet and integration to the best practice of outside world.
Tibet Culture Protection and Development Foundation
, Participate in establishing the Tibet Culture Protection and Development Foundation, which aims to protect, study and develop Tibetan cultural resources, including survey and preparation work before its establishment;
, Mobilize resources from government agencies, national and international NGOs, private sector and donor organizations;
, Advise on and assist in managing and utilizing funds to promote Tibetan cultural development after the establishment of the foundation;
, Design and develop programs and activities related to Tibetan cultural protection and development together with international and national networks;
TCEEC capacity and networking building
, Strengthen and maintain cooperative networks with international and national organizations and government agencies, including technical experts;
, Keep abreast of Tibetan economic and cultural development and provide latest information to TCEEC on Tibetan economy and cultural resources;
, Provide administrative support to the director of TCEEC, including writing meeting minutes and reports;
Additional tasks:
, Actively promote volunteerism through services as a UN Volunteer, participation in volunteer activities, and advocacy.
, Undertake additional tasks as needed and assigned by TCEEC.
Qualifications:
, Strong academic credentials; minimum of Bachelor degree in public administration or the humanities.
, Good working knowledge about the economic and social development of Tibet.
, At least 5 years relevant working experience with intermediary agencies and/or government agencies. Working experience in foundations and/or academic institutions an advantage.
, Excellent Chinese writing skills and strong command of English (written, reading and spoken) required. Good Tibetan language ability preferred.
, Excellent communication skills and coordinating abilities.
, Strong sense of responsibility and commitment to volunteerism.
, Previous volunteer experience an advantage.
Benefits and Entitlements: All National volunteers are given emergency medical, life, and permanent disability insurance benefits. UNVs are also entitled to annual leave calculated at 2.5 working days per month, and sick leave at 7 days within a 12-month period (without a medical certificate).
The following is paid to the National UN Volunteer: Round trip travel costs if moving to a new duty station; a one time settling in grant if moving to a new duty station; a volunteer living allowance of 2500 RMB each month; free accommodation will be provided; a one time resettlement allowance.
