Background
National STAR component was added in 1999 to recruit national experts to provide short-term service to the less developed regions of China.
Characteristics of National STAR

· National consultants are experienced in cooperation with local institutes, familiar with local customs, traditions, and social and economic situation, which will make them easy to communicate and cooperate with their recipient units;

· National Consultants usually keep in close contact with their recipient unit after the assignment, and provide further consultancy such as exchanging information, visiting, and introduce potential partners to their recipient units etc.;

· The program is flexible and timely.

National STAR in China
Since 1999, more than 40 national consultants has been recruited to provide service to the less developed regions in agriculture, education, public health, eco-tourism, economic and environment under the STAR program. With China's western development initiative, national consultants will be badly needed in the western regions.
Financial Arrangement
· UNDP will provide the consultant(s) with economy round trip air tickets between his or her resident place and the city of assignment in China. The travel agencies authorized by CICETE will arrange the air tickets;
· UNDP will provide the consultant(s) with part of Daily Subsistent Allowance (herein-after referred to as DSA) during their stay in China while the recipient unit will cover the local transportation costs and part of DSA;
· In accordance with relevant rules and regulations, UNDP is not responsible for those costs as occurred for illness, injuries, or death of the consultant during the term of service. These costs if any should be borne by insurance institutions of the residing country of the consultant. Therefore, the recipient unit must have a good understanding of the health condition of the consultant(s) before recruitment and ask them to have life and medical insurance. The recipient unit should provide CICETE with Health Guarantee if the age of the consultant(s) is over 65.
· All cost relating to travel by the relatives of the consultant(s) to visit China should be borne of his/her own.
 
Application Procedure

· Recipient unit should submit the application form to CICETE three months prior to the arrival of the consultant(s). The application form can be download from the website: http://www.unstar.org;

· The application should be approved by the higher authority above the recipient unit. The application form in Chinese should be approved and sealed by the above authorities and be sent to CICETE directly by the recipient unit(s);

· Recipient unit should follow the instruction to fill out the Chinese and English forms in details. In the case that the recipient unit has already had the candidate(s) the Personal History Statement and C.V. of the candidate(s) should be enclosed. CICETE will in principal give a written reply three weeks after the receipt of the applications. The recipient unit can contact with CICETE inquiring the progress of the application.

· Instruction of Completing the Application Form
a) The Recipient Unit should submit the following forms to CICETE:
l One copy of application form in Chinese
l Two copies of application form in English
l Two copies of Personal History Statement and resume of the Candidate in English (in the case that the recipient unit has already had the candidate), or detailed Terms of Reference in English (in the case that the recipient unit do not have the candidate)

b) The Chinese Form should be writher as much detail as possible and the separate paper can be attached if there is no enough space. The form should bear the official seals of the recipient unit and its higher authority;

c) The English Form should be signed by the Director of the recipient unit. The items of Terms of Reference, Justifications for Application and Expected Output must be as much detail as possible, and additional paper can be used for that purpose;

d) Personal History Statement and Resumes in English should be signed by consultants and provide detailed education and working experience information, and as well as contact information such as mail address, e-mail address, Phone/Fax number etc.;

e) Expected date and duration of the service must be specific with no ambiguity like "the first half of the year" or "the second half of the year".

 
Management methods

· After receipt of the written reply from CICETE, recipient unit should send the consultant an Official Invitation through its higher authority or the department related to his/her visa application, and prepare for reception of the consultant;

· Recipient unit should provide itinerary of the consultant to CICETE three weeks prior to the arrival of the consultant. CICETE will send the Offer Letter to the consultant(s), and inform its travel agencies to book their air tickets . The air tickets will be sent to the consultant by express mail;

· After experts' arrival, recipient unit should submit to CICETE a copy of consultant(s)' air tickets, and make appointment with the program officer of CICETE for the DSA payment to the consultant(s);

· According to UNDP financial rule, DSA should be paid to the consultants themselves. For those who do not enter China via Beijing, the consultant(s) should provide the copy of international air ticket, the original local air ticket and their bank information in detail, CICETE will wire the money to the consultant's account in their resident places;

· Consultant(s) should complete the Mission Report after their assignment and mail it to CICETE and UNDP Resident Representative within one month after the assignment.

· The host unit should submit a summary report on the experts' work results to CICETE within one month. Should the host unit fail to submit the report in time, their future application will not be considered;

· Application remains valid only for 6 months. In the case that the host or consultant(s) want to postpone the visit with good reasons, host or consultant(s) must inform CICETE in writing. The extension can only be valid by CICETE 's approval;

· The period of consultant(s)' services in China is generally granted for about 1 to 4 weeks. Therefore, the recipient unit should arrange consultant(s)' schedule as properly as possible in order to obtain optimum results.
