RCVW Background ................................  
   
  Since China's reform and opening up to the outside world, voluntary service and social welfare in China have been developing rapidly. The Chinese government has also been attaching great importance to this cause. In 1997, the 52nd session of the United Nations General Assembly proclaimed 2001 as the International Year of Volunteers (IYV 2001) to promote global volunteering. Subsequently, more than 120 countries set up national committees to guide and coordinate volunteer activities in their respective countries. In response to the United Nations' proposal on voluntary service the China National Committee on IYV 2001 was established with the approval of the State Council on March 28, 2001 sponsored by the Ministry of Foreign Trade and Economic Cooperation and Central Committee of Communist Youth League of China. Many organizations and experts have conducted extensive investigation and research on volunteering arousing worldwide concern. Voluntary service in China and its role on social development and welfare construction has since aroused worldwide attention from many international organizations including the United Nations.
