Volunteering Towards A Caring Society: Awareness, Support and Development
 
I. Promoting the Volunteering Service Efforts: Recognition Volunteerism
 
Today and in the future, the greater support from government, private sectors and non-profit organizations is crucial to voluntary action both in developed and developing countries. This panel will explore, based on research and practice, the role and function of volunteering service in human development, including culture, education and research, health care, social services, environmental protection, development, civic and advocacy, philanthropy, international development.

¡¤How can the volunteering make an important contribution to human development and what it has done?
¡¤How can the researchers provide accurate and up-to-date data that enable policymakers to make decision about volunteering service ¡¡both in policies and regulations?
¡¤How can the government and NPOs encourage citizens to volunteer?
¡¤How can voluntary organizations disseminate volunteering among the media and private, public and non-profit organizations?
¡¤At the present, in particular in developing countries, the complex nature of the recognition to volunteerism hinders the participation of ¡¡citizen, how can these problems be overcome?
 
II. The Facilitation of volunteering: Perspectives from around of the world
 
Volunteering service takes many forms and often is a definitive feature of government social policy and organization. In most societies, whether or not their philanthropy and volunteerism tradition, volunteers are involved in the implementation of community-based and government programs. This panel will explore the motivation and encouragement of volunteers around world and how to encourage citizen participation both at micro and macro levels.

¡¤What is the different cultural background (Volunteerism and philanthropy) of volunteering service in Asia and Pacific, Africa, Europe, ¡¡America and Middle East?
¡¤What is the different management (e.g. identifying needs, training volunteers, project management, evaluating projects, recruitment of ¡¡volunteers, strategic planning, fundraising, etc.) of volunteering service in Asia and Pacific, Africa, Europe, America and Middle East?
¡¤What kind of legal issue should be discussed and should be provided for promoting volunteering service and voluntary organizations?
¡¤And how can mobilize governments, private sectors to support volunteer initiatives?
 
III. The Development of volunteering Service
 
In order for volunteering service to meet the challenges from globalization, they should explore the new ways of development.
¡¤How can voluntary organizations get community support, wealthy individual, private sector, governments and foundations to help finance ¡¡their work?
¡¤To what extent do voluntary organizations supply their service in their region or country in the face of globalization?
¡¤How are voluntary organizations overcoming cultural backgrounds, funding, political institutions and other obstacles to cooperation?
¡¤How effectively are Southern and Northern volunteers addressing the needs for equal partnerships?
¡¤What role does volunteerism play in these partnerships?
